Angelina Ruffin 
Senior Grants Officer, Kaiser Permanente Center for Gun Violence Research & Education

Dr. Ruffin has close to 20 years of experience researching and evaluating best practices in violence prevention within government and community-based organizations. In 2016, Dr. Ruffin was appointed Deputy Managing Director and Director of Performance Management for the city of Philadelphia by Mayor Jim Kenney. In June 2023, she assumed the role of Managing Director of the Kaiser Permanente Center for Gun Violence Research and Education. In July 2024, Angelina transitioned from managing director to a Senior Grants Officer role. Dr. Ruffin has previously served as the director of performance management at the Philadelphia Department of Public Health and as policy advisor to three health secretaries at the Pennsylvania Department of Health. In addition, Dr. Ruffin has led multiple program evaluations for government and social service agencies and has championed the use of data to improve public policies and business practices.

Dr. Ruffin earned her doctoral degree in Social Welfare from the University of Pennsylvania, along with graduate certificates in University Teaching and Gender, Sexuality, & Women's Studies. Dr. Ruffin attended Cornell University and graduated with a Bachelor of Science in Policy Analysis and Management. She was a Dean's Healthcare Scholar at Carnegie Mellon University, where she earned her master's degree in Health Care Policy and Management and graduated with distinction. Dr. Ruffin resides in Philadelphia with her three children.
